Municipalities

If you are a municipality, you are not required to obtain a federal permit. Municipalities include Cities, Towns, Villages, fire departments, and public schools. However, you are required to obtain a local permit (see above Required Permits) and to have proper storage if the fireworks will be stored prior to your display date. J & M Displays will need a copy of your local permit for our records.

NOT a Municipality

Any organization that is not considered a municipality, including the Chamber of Commerce, Jaycees, Lions Club, etc. and private individuals who intend to take possession of the fireworks and shoot your own show, is required to obtain a federal permit from the Bureau of Alcohol, Tobacco, Firearms, and Explosives.

A copy of the ATF permit, signed in ink, is required for J&M’s files prior to possession being transferred. The permit procedure can take up to 90 days. J&M can provide the paperwork to apply for a federal permit and assist in properly completing it.

It is also necessary to obtain a local permit obtaining permission for your fireworks display from local authorities (see Required Permits above).

If J&M Displays, Inc. will be shooting your display; only a local permit is necessary because the possession of the fireworks will never be transferred (see Required Permits above).

Types of Federal Explosive Permits (we recommend Type #54):

#54 User of Fireworks (Display) Cost $100 Term 3 years

Allows permitee unlimited purchases over 3 year term. Permitee can purchase from outside of their State and can cross State borders with their purchase.
Form ATF F 5400.13/5400.16 available by downloading at http://www.atf.gov/forms/pdfs/f540013.pdf from the ATF or from J&M Displays.
With this application form you will need to submit:
- Your picture (unclear yet if a passport type will suffice or not),
- Your fingerprinted card (Contrary to rumors, this card IS NOT a standard fingerprint card that Police Departments usually use.)
- You will also need proper storage ( if you do not have proper storage, you may contact J&M for the nearest storage bunker for your area.)

#55 User (Limited) of Display Fireworks Cost $75 Term 1 year

Allows permitee one single purchase over 1 year term. Permitee can purchase from outside of their State and can cross State borders with their purchase.
Form ATF F 5400.21 available by downloading at http://www.atf.gov/forms/pdfs/f540021.pdf from the ATF or from J & M Displays.
With this application form you will need to submit:
- Your picture (unclear yet if a passport type will suffice or not),
- Your fingerprinted card (Contrary to rumors, this card IS NOT a standard fingerprint card that Police Departments usually use.)
- You will also need proper storage ( if you do not have proper storage, you may contact J&M for the nearest storage bunker for your area.)

#60 Limited Permit (This permit is NEW) Cost $25 Term 1 year

Allows permitee six purchases over 1 year term. Permittee can only purchase from within their same State and cannot cross State borders with their purchase.
With this application form you will need to submit:
- Your picture (unclear yet if a passport type will suffice or not),
- Your fingerprinted card (Contrary to rumors, this card IS NOT a standard fingerprint card that Police Departments usually use.)
- Please note that because J & M Displays has Federal Licenses in IA, NE, KS, MO, IL, WI, and MN you can use this permit in these States to purchase from us.
